TIRANA, August 16 – The High State Audit (KLSH) has announced that the unforeseen costs for the construction of the Fier and Vlora bypasses increased by 4.6 million euros. In an audit report of KLSH released on Tuesday, it is stated that the implementation of these two projects has encountered numerous problems related especially to payments and keeping documentation.
The audit which aimed at the compatibility of the construction project of these two bypasses has found that the supervisors of the works in the interim payments have certified unfinished works as an unforeseen increase in their costs in the amount of 4.6 million euros without VAT.
The report stated that the management structures of the Albanian Road Authority (ARRSH) do not submit to the bank information in the format required in the agreement; do not keep regular books and registers of accounts, where complete and accurate entries for all financial transactions should be correctly reflected and no audit has been performed and no report has been submitted by independent auditors.
The government opened full traffic on the Vlora Bypass this summer, while the Fier bypass opened in 2020.
Monitor wrote that after the announcement of the Italian company Serenissima as winner the works followed with a protracted ordeal. In 2017, the government of PM Edi Rama procured the projects from scratch and the winning companies were announced in 2018. The bypass of Fier is 22 kilometers and the one of Vlora with a length of 29 kilometers. The cost of both projects is approximately 75 million euros.
