The European Union is insisting Kosovo to respect the commitments it has undertaken in the Dialogue with Serbia and establish the Association of Serb-majority Municipalities.
Peter Stano, EU Spokesperson for Foreign Affairs and Security Policy told Gazeta Express on Wednesday that Kosovo has entered into an agreement to establish the Association of Serb-majority Municipalities and the EU expects Pristina to respect its commitments undertaken in the Dialogue.
“Kosovo entered into an agreement to establish the Association/Community of Serb municipalities. This agreement was concluded in good faith by all parties involved. It has never been withdrawn,” Stano told Gazeta Express.
“The EU’s spokesperson has recalled that the 2013 Agreement reached in Brussels between Kosovo and Serbia was ratified by the Kosovo assembly with a 2/3 majority. “By doing so, Kosovo undertook an international obligation to implement this agreement,” Stano said.
Express asked Stano if it is acceptable to the EU that Kosovo to implement the Agreement on Association in line with the Constitutional Court’s ruling which found that the EU-facilitated agreement is in violation with he Constitution, or whether Kosovo should amend its Constitution to implement the Agreement as agreed in 2013.
Stano said the 2015 constitutional court’s judgement regarding the Association is regularly misinterpreted. “The court never said that the Association/Community cannot be established,” Stano told Gazeta Express adding that the EU therefore expect Kosovo to respect the commitments it has undertaken in the Dialogue.
The EU Special Representative on Kosovo-Serbia Dialogue, Miroslav Lajcak, has also called on Kosovo to establish the Association as parties have agreed in Brussels.
