TIRANA, September 15 – The High State Audit (HSA) has found that the price of 29 euros per ton of garbage disposal in the Tirana landfill is not real. It is inflated, even the concessionary company does not yet carry out urban waste incineration. The conclusion was published after the Performance Audit on the incinerator of Sharra, approved a few days ago.
“Currently, the price paid 29 euros per ton is not the real price of the service that is performed, as this fee also includes the incineration of the waste, a process that has not been performed until today,” said the report of State Audit released on Thursday.
Also, the High State Audit finds that the competitive procedure for awarding this concession project was not carried out in accordance with the principles of transparency and legal provisions, and considers as irregular the activity of the company “Integrated Energy BV” created by Klodian Zoto, who has been declared wanted by SPAK.
The state auditors declare that the concession procedure for the Sharra landfill has not been published on the website of the Public Procurement Agency, violating the principle of transparency and fair competition. At this point, HSA has also discovered a detail, which clearly shows that the entire procedure was prepared for Klodian Zoto’s company. /Argumentum.al
