“ Flash” Comments on 4 major diplomatic events with only 1.000 words by the well-known analist, Grand Master in Diplomacy,
1.Belgrade, Zelensky and the Consulates! In late July, the public attention was stunned by the statement by a Serbian Minister, Mrs. Snezana Paunovic on the ethnic cleansing of Kosovo Albanians; an agreement on principle on opening the Albanian Consulate in Bujanoc, Prescevo’s Valley and the Serbian Consulate in Shkodra and the statement by President Zelensky in Belgrade who did not recognize Kosovo. These three events were also a test for the coherence and consequence of our diplomacy vis à vis Kosovo and Serbia. Prime Minister’s position on his own compatriots in Tirana, Pristina and elsewhere who urged him to make a statement made unpleasant impressions. He justified this with the statement by Foreign Minister Hoxha, considering the statement by the Serbian Minister a stupidity! This “stinginess” and negativity by Prime Minister Rama on such major issues although he speaks on everything has left a bad public taste.
Regarding the Consulate, the statement by the Minister of Europe and Foreign Affairs on the reciprocity was not persuasive. Actually, reciprocity in international relations does not apply automatically, in each case and in the same field, but according to the need and case by case. Yes, the opening of our Consulate in Bujanoc is fully justifiable with over 100.000 Albanian citizens there amidst dozens of problems crying out for solution. Whereas the Serbian Consulate in Shkodra is unneccesary. For there are only 54 Serbian citizens there and that only two hour’s drive is the Serbian Embassy in Tirana! Rama’s position hereby was also pro-serbian. And thirdly, many fellow citizens criticized President Zelensky for his statement on not recognizing Kosovo’s independence and his false claim that it contravenes international law! On the opposite, the International Court of Justice did confirm in 2010 its full compliance with such a law. Besides, President Zelenski could have easly averted the answer tw that question with diplomatic elegance and not go against the European and US position. Rama did even a greater mistake when he rushed to label his compatriots as turbo-folks and nationalists for that! It would have been much better for him to have kept silence and not stick to his serbian favouritism! He should have praised his fellow citizens instead of demonizing and victimizing them for upholding Albania’s position!

2. The European Asylym Pact took water right from its very first case in the Spanish enclave of Ceuta! This crisis with its well-known effects in early August from Morrocco to Spain showed the failure of the EU Emigration Pact adopted most recently after almost 15 years of hard and heated debates and discussions! It showed the inability of the EU and Spanish security forces in this area of great public sensitiveness. ARGUMENTUM has published many useful info and insights; but whatever they are, it is evident that something is not working with this Pact; therefore, the EU should identify its weak spots where the EU “ship” is taking water, so that such case should not be repeated anymore.

3. The drone in Leipcig and hybrid war!! On 5 August, very near the groundway in the Leipzig Airport was discovered an explosive drone. If it would blast, which did not occur due to a technical diffect, it would have destroyed a big Ukrainian transport aircraft destined to Kiev with weapons and many other material damages. Although the Airport has an anti-drone protective system, it failed in this case; this shows that the relevant air defence equipment cannot guarantee protection from drone attacks like this one. The alarm, fear and panic in the German politics, media and public opinion was instantenous and extraordinary. The Federal Minister of Interior, Alexander Dobrindt interrupted his vacations and returned to Berlin. He spoke on a very professional drone attack which was prepared long ago. Dobrindt considered this attack as an integral part of the hybrid war by “foreign powers” implying Russia, which he however did not mention by name for they do not have the relevant testimonies. But the renowned expert on security issues, Peter Naumann, Professor in King’s College in London says that the “ hybrid war” related to Russia, its protagonist. Moreover when it is known that there were some large Ukrainian transport planes in Leipzig Airport bound for Ukraine.

Actually, hybrid war is designed to damage and destabilize another state without dispatching military troops there but maily through sabotage, cyber attacks, attaks against energy and digital infrastructure, hostile propaganda and interferences in electoral processes. It proceeds a possible military aggression through panic and uncertainty. According to the Austrian military expert, Colonel Markus Reisner ”in the european societies, 1000 internet tollss are much more effetive than 100.000 heavily armed soldiers”.
This incident showed that after Romania, Poland and Baltic states, Rssia is targeting Germany now with different forms of hybrid war and the drone in Leipzig was just the beginning.
4. Why a ceasefire is needed in September! As autumn is edging closer, a major question is posed whether there would be a ceacefire till then, which would also pave the way to genuine peace.
According to experts, the opportunities for that are there, given the situation and the major indicators for all the parties involved into the conflict. In particular, the serious situation for Russia in the recent months in the front line and the gloomy prospects for Ukraine on the eve of the coming winter after the Russian bombardments, destroying the energy and water infrastructure in Kyiev. Likewise, in political terms, in early November there will be the mid-term elections in the US for the Congress and the polls are very discouraging for Republicans. Thus, if Trump wants to do well during these elections, he terribly needs a ceacefire that would also promise sustainable peace in Ukraine and in Midle East. This is why he is exercising a strong pressure, through his special envoyes Kushner and Witkoff there.

Another indicator is the US hesitation to provide Kiev with the Patriot systems which Trump promised during the NATO Summit in Ankara this July. But without these missile “Patriot” missiles, the Ukrainian air system which is “ Achilles Heel” cannot work. Likewise, Trump has urged Zelenski not to bombard oil rafineries deep in the Russian teritory. Finally, whether this ceasefire would be possible in autumn, this remains to be seen.
