REAL POLITIK NO. 111
11 – 30 SEPTEMBER 2026
“ Flash” Comments on 4 major diplomatic events with only 1.000 words by the well-known analist, Grand Master in Diplomacy,
1.Long live the UN! The 28 September marked the end of the two major events of the 81st Sesion of the UN General Assembly: The High Level Week and the General Debate; 98 presidents and 44 Prime Ministers spoke there. The session logo was “Restoring confidence, manage the transformation: a UN that delivers for all”
This session showed that despite its defficiences, the UN remains unique.
Certainly, the state leaders have the right to criticize, express reservations and objections on the UN and its agencies; but not leave them, neither weaken and demantle multinational diplomacy; but by renovating and cementing it. Finally, even President Trump has realized, while praising its experience and complex structures; moreover, declaring that the Peace Council does not intend to overlap and replace the UN. A welcomed assertion that promises for the UN future, as an irreplaceable alternative for peace, security and stability worldwide. As the UN Secretary General, the late Kofi Annan has stated “the only alternative in a divided world is a genuine UN”. With this logic, together with other homologues, in his speech in the UN on 24 September, the French President Macron declared that “ only the UN can avoid the return of the “the law of the jungle” in the current international relationsnos; when we have to choose between a world ruled by force and coertion and a civilized society; anding his speech with his “ Long live the UN!!
As to our country, this year participation and representation was the weakest in the last 36 years for the messages it forwarded and the Zero high level diplomatic meetings; to the extent that one fails to understand why did Prime Minister Rama go to that session, when Foreign Minister Hoxha was enough there; moreover, he “is at home” there since he served two terms as our Permanent Representative in UN. Chancellor Merz did not go to New York just because there were the elections in a state smaller than Albania; where all the “dirty waters are out ” but yet, Rama continues “ business as usual”!
2. A G – 2? This is the question posed after the meeting between the US and the Chinese Presidents Trump – Xi jinping on 24 September 2026 in Uashington. Certainly, they are the tw greatest political, economic and miliary superpowers that account also for 60 per cent of the world trade. President Xi Jinping made an impressive statement saying that “both countries should promote cooperation and not a war when one loses and the other wins”. Recalling the famous Tykidides with his story on Athens – Sparta War, he hinted that US as the biggest superpower should not hinder the Chinese emerging superpower. Although without any breakthrough, the two – month long prolongation of the trade and tariff war, the 30 Billion Dollars cut in their customs duties, the establishment of the hot line between the two presidents for the AI and the continuity of their summits were good results, which signify that they look like a G – 2.

3. Putin in Miami! President Trump’s invitation for President Putin to attend the G-20 Summit in Miami on 14 – 15 December 2026 has had a far – reaching international echo. The EU and many other states were shocked, since according to them, instead of such concessions they should tighten up the grip on President Putin. However, viewed in real terms, Putin’s presence in Miami could turn out to be useful; for there will be many opportunities for all leaders there to talk directly among them and with President Putin, something which could not occur otherwise. Thus, the EU could advance in its goal to have its missing place in the table in the negotiations USA – Russia for a ceasefire and peace. At least they can talk there on the export of grains through the Black Sea, withdrawal from bombarding the civil and energy infrastructure and on other helpful steps conducive to peace.
4. A prewarned decision
The condemnation of the 4 leaders of former UÇK by the Specialized Chambers in the Hague have ignited the debates and discussion on the EU role from the Dayton Agreement to that of the Hague, especially after the conflict in Kosovo. However, these debates show the tendency to treat this sad event as detached from the geopolitical dynamics of the last three decades and the realpolitical interests; likewise, we continue to view the USA and the EU with the glasses of 30 years ago, neglceting the tectonic shifts in their strategy, challenges and dynamics. This decision was prewarned since the idea on the resolution of the Council of Europe in January 2011 and the establishment of the Specialized Chambers was given and approved by our allies, the USA and the EU. This was due to the fact that Kosovo won the war, it became independent, the political dialogue started with Serbia and that it was the time to accomodate the Russian and Serbian demand to render justice the suspected UÇK leaders. The ground for this was prepared by Prosecutor Carla del Ponte and the Report with many charges by the Swiss Senator, Dick Marty. This was the time when the EU had started to adopt the “ appeasement diplomacy” vis à vis Russia and Serbia, i.e with carrots; whereas against Kosovo they adopted the coercive or “stick” diplomacy. Therefore, we could do nothing to change this political decisuon imposed by the EU and USA.

Moreover that they had made it crystal clear that a few individuals and even leaders coud not be identified with the whole UÇK and the liberation struggle of the Kosovo people ; besides, each and every one is equal to the law. Hence, neither our MPs in 2011 nor in 2015 in Strassburg could change anything, but onlu damage our relations with the allies, tarnish the image and hinder Kosovo’s further advancement. What it remains now to be done in the juridical field is to change the defence strategy, find capable layers and material evidence to prove that they are innocent. To this end, they should work without glamour and noise, in a diplomatic and discrete way, with ou partners and their services. Working together, Tirana and Pristina, hoping that the latter would end its protracted institutional crisis. Besides, our allies now place with each coutry, Serbia and Kosovo their pragmatic interests over values and principles.
