Albania Receives Green Light for Provisional Closure of EU Negotiations on Chapter 20
The Committee of Permanent Representatives of the Governments of the Member States to the European Union (COREPER) has approved the convening of the Albania–EU Intergovernmental Conference, scheduled for 13 October 2026 in Luxembourg. The conference is expected to formalise the provisional closure of negotiations on Chapter 20, “Enterprise and Industrial Policy.”
According to the Albanian Agency for Media and Information, the decision marks another milestone in Albania’s EU accession process and reflects the positive assessment by the European Commission and EU member states of the results achieved through reforms in industry and entrepreneurship.
It recognises progress in aligning Albania’s policies with European standards, as well as efforts to strengthen institutional capacity for the effective implementation of policies supporting business, competitiveness and industrial transformation.
Chapter 20 covers policies and instruments aimed at creating a more competitive, innovative and sustainable business environment. Its priorities include support for small and medium-sized enterprises (SMEs), improving the investment climate and strengthening the economy’s capacity to integrate into the EU Single Market.
The chapter also encompasses measures to promote innovation, digitalisation, the green transition, entrepreneurial skills and higher private-sector productivity, in line with EU policies and best practices.
The provisional closure of negotiations would confirm Albania’s progress in establishing the strategic, institutional and regulatory framework required to implement industrial and entrepreneurship development policies in accordance with EU priorities.
The milestone is also expected to send a positive signal to investors, the business community and international partners. For Albanian citizens and businesses, progress in this area could create better prospects for investment, innovation, economic growth and employment, while bringing the country’s economy closer to the opportunities offered by the EU Single Market.
Once formalised on 13 October, Chapter 20 will become the fourth negotiating chapter that Albania has provisionally closed within a three-month period.
The decision also signals continued political support for Albania’s progress in the accession negotiations and confidence in the ability of Albanian institutions to sustain the pace of reforms towards the country’s stated objective of EU membership by the end of this decade.
Albania remains committed to continuing its reforms with determination and dedication, in close cooperation with European institutions and EU member states.
