WB6: Ballkani i Hapur do të konkurrojë negativisht me Procesin e Berlinit

Projekti i Ballkanit të Hapur do të konkurrojë negativisht me Procesin e Berlinit dhe do të udhëheqë integrimin rajonal në një drejtim të fragmentuar, thotë Grupi Strategjik 6 i Ballkanit Perëndimor (WB6).

Sipas kësaj organizate për demokraci dhe të drejtat e njeriut, me seli në Sarajevë, Ballkani i Hapur dhe Procesi i Berlinit kanë të bëjnë me të njëjtat çështje – lëvizjen e lirë të njerëzve, shërbimeve, mallrave dhe kapitalit.

Procesi i Berlinit ka një grup të qartë standardesh të vendosura nga acquis communautaire (legjislacioni i BE-së), thotë ky grup.

“Procesi i Berlinit”, iniciativë diplomatike e ish-kancelares gjermane, Angela Merkel, është jetësuar në vitin 2014, me qëllim për të mbështetur një të ardhme paqësore, të qëndrueshme dhe demokratike të Ballkanit Perëndimor, si dhe për të përmirësuar bashkëpunimin rajonal dhe integrimin evropian të rajonit.

Nisma “Ballkani i Hapur” është vazhdimësi e “Mini-Shengenit” ballkanik, e prezantuar në Novi Sad të Serbisë më 10 tetor të vitit 2019, nga liderët e Serbisë, Maqedonisë së Veriut dhe Shqipërisë.

Ballkani i Hapur nuk është i lidhur me asnjë standard të BE-së dhe liderët rajonalë mund ta drejtojnë atë në rrugë që nuk mund të kontrollohen nga perspektiva e politikës së zgjerimit të BE-së”, ka thënë organizata përmes në një deklarate.

Më tej thuhet se nismëtarët e Ballkanit të Hapur shmangin shpjegimin sesi projekti do të pajtohet me Procesin e Berlinit dhe politikën e zgjerimit, si dhe me tregun e mëtejshëm të përbashkët rajonal dhe sa i realizueshëm do të ishte krijimi i dy kornizave që synojnë të rregullojnë të njëjtën gjë.

Në deklaratë përmenden dilemat e Kosovës, Bosnje-Hercegovinës dhe Malit të Zi – që nuk janë pjesë e Ballkanit të Hapur – lidhur me natyrën gjithëpërfshirëse të nismës.

“Ka shqetësime se projekti Ballkani i Hapur po krijon një hendek mes partnerëve transatlantikë. Shumë kryeqytete evropiane nuk janë të bindura në këtë projekt, sepse prej kohësh po dështon të sigurojë zbatimin e parimeve të gjithëpërfshirjes dhe harmonizimit me legjislacionin e BE-së”, shton Grupi Strategjik 6 i Ballkanit Perëndimor.

Organizata shton se Serbia, si një nga nismëtaret e Ballkanit të Hapur, po përballet me njoftime për ngadalësimin e negociatave të anëtarësimit në Bashkimin Evropian, sepse mbetet këmbëngulëse në shmangien e harmonizimit të plotë me sanksionet e BE-së kundër Rusisë për shkak të pushtimit të Ukrainës.

“Në këtë kuptim, Ballkani i Hapur ka potencialin të krijojë ndarje dhe të dëmtojë natyrën e bashkëpunimit rajonal në baza të barabarta”, thuhet mes tjerash në deklaratë.

Procesi i Berlinit është krijuar më 2014 mes të rritjes së euroskepticizmit dhe vendimit të atëhershëm të BE-së që nuk do të ketë pranim të anëtarëve të rinj në pesë vjetët e ardhshëm.

Ndërkohë, në kuadër të Ballkanit të Hapur, në samitin e fundit, që është mbajtur në Ohër në fillim të muajit qershor, janë nënshkruar marrëveshjet për njohjen e ndërsjellë të diplomave dhe titujve shkencorë dhe tre memorandume bashkëpunimi në fushën e turizmit, kulturës dhe luftimit të evazionit fiskal.

Për herë të parë në këtë nismë kanë marrë pjesë përfaqësuesit më të lartë të Malit të Zi dhe Bosnje-Hercegovinës, në cilësinë e vëzhguesve.

Deri më tani, të tria vendet anëtare kanë arritur një sërë marrëveshjesh që synojnë nxitjen e bashkëpunimit rajonal: kalimin e kufijve të qytetarëve të tyre me karta identiteti, një marrëveshje për bashkëpunimin në lehtësimin e importit, eksportit dhe lëvizjes së mallrave në Ballkanin Perëndimor, dhe një memorandum mirëkuptimi dhe bashkëpunimi në tregun e punës.

Është bërë e ditur se këto shtete do të heqin kontrollet doganore nga 1 janari 2023. /Rel
