TIRANA – An appeal has been launched by the Alliance for the Protection of the National Theater (APNT) for the compilation of a new constitution within 2020 which could be approved in the spring of 2021 through a referendum. In a concrete involvement in the electoral reform discussions APNT has urged for a national proportional system with open lists to be adopted in the Electoral Reform.
In a letter sent to the Chairman of Democratic Party (DP), Lulzim Basha, on Monday the Alliance considered the open register as the only way to change the electoral system without interfering in the Constitution. Such a public move of the Theater Alliance is made 10 months after it signed a contract with DP Leader and United Opposition “On the undertaking of a common public commitment”.
“We judge that the only solution is the approval of the national proportional system, with open lists, as the only alternative for changing of the system without interferences in the Constitution,” it is said in the letter which calls for a national debate on a new Constitution to be drafted within a year and approved by referendum in the spring of 2021.
Such an appeal is made when the majority and opposition are at a deadlock in the talks on the adoption of the electoral reform which is scheduled to take place on May 31 this year. /argumentum.al
