Kosovo Assembly Speaker Glauk Konjufca says reopening of the topic on establishment of the Association of Serb-majority Municipalities (ASM) in Kosovo is dangerous and should not reopen in the EU-facilitated dialogue with Serbia.
Recalling that the Constitutional Court has ruled the Agreement on the ASM as unconstitutional, Konjufca said that such a topic should open during Pristina-Belgrade dialogue in Brussels. “Our position should be clear regarding the ASM, after the Constitutional Court’s ruling every effort to redefine a new association would be very difficult and I think that Kosovo institutions should not accept such an approach,” he said as quoted by gazeta express on Monday.
“Reopening such discussion is very dangerous, and our institutions should make it clear that this is an closed issue, they should not accept opening this topic, because the Agreement has affected our Constitution,” Konjufca said.
He made the comments a day ahead of the scheduled meeting between Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic in Brussels, as part of the high-level Dialogue facilitated by the European Union.
Konjufca during a press conference on Monday said that the Dialogue with Serbia should be concluded as soon as possible adding however that this is highly unlikely considering the position of Serbian President Vucic who as Konjufca said “thinks that he should take something from Kosovo.”
“Considering Vucic’s position and Serbia’s high expectations, it is not excluded that the dialogue will last for ages,” he said.
According to Konjufca the European Union should not condition the Dialogue with the visa liberalization process, adding that the official position of the European
Commission is that Kosovo has fulfilled visa liberalization criteria.
