Biden-Putin bien dakord për konsultime për të rinovuar paktin bërthamor

Presidenti amerikan Joe Biden dhe Presidenti rus Vladimir Putin ranë dakord të mërkurën për të zhvilluar bisedime lidhur me kontrollin e armëve bërthamore si dhe sigurinë kibernetike, duke shënuar përparime të vogla gjatë takimit të tyre në Gjenevë, të cilin të dy udhëheqësit e përshkruan më tepër si pragmatik, sesa miqësor.

 

Diskutimet zgjatën tre orë, më pak sesa kishin parashikuar këshilltarët e zotit Biden, por presidenti amerikan tha se ato kishin qenë intensive dhe të hollësishme dhe se “nuk kishte qenë e nevojshme të shpenzohej më shumë kohë me fjalë”.

Presidenti rus Putin, e quajti Presidentin amerikan Biden, një partner konstruktiv e me përvojë dhe tha se ata flisnin me “të njëjtën gjuhë”, por shtoi se nuk bëhej fjalë për miqësi, por për një dialog pragmatik që u shërbente interesave të të dyja vendeve.

Zoti Biden tha se ai i kishte thënë zotit Putin se: “ne kemi nevojë për disa rregulla themelore që të gjithë mund t’i respektojmë”, duke shtuar: “bëra atë për të cilën erdha”.

Caktimi i konferencave të veçanta për shtyp do të thoshte se situata ishte ndryshe nga hareja që shoqëroi takimin në vitit 2018 në Helsinki mes presidentit Putin dhe paraardhësit të zotit Biden, Donald Trump, pas të cilit zoti Putin i dhuroi zotit Trump një top futbolli. Gjithashtu dy udhëheqësit (Biden-Putin) nuk drekuan së bashku.

Në një deklaratë të përbashkët të lëshuar pas konferencave për shtyp, palët thanë se takimi tregoi se të dy udhëheqësit ishin në gjendje të bënin përparim në qëllimet e përbashkëta megjithëse në periudha tensioni.

Zoti Putin, i cili ishte i pari që informoi gazetarët, tha se takimi kishte qenë konstruktiv, pa armiqësi dhe se ishte tregues i dëshirës së të dy udhëheqësve për të kuptuar njëri-tjetrin.

Ai tha se ishte “e vështirë të thuhej” nëse marrëdhëniet me Shtetet e Bashkuara do të përmirësoheshin, por shtoi se kishte “shkëndija shprese” në lidhje me besimin e ndërsjelltë. Takimi përfundoi pa asnjë ftesë të palëve për vizita në Uashington apo Moskë.

Duke folur pak më vonë, Presidenti Biden, tha se “asgjë nuk mund ta zëvendësojë dialogun ballë për ballë”, dhe se ai i kishte thënë zotit Putin se axhenda e tij nuk ishte “kundër Rusisë”, por “për popullin amerikan”.

 

Ai shtoi gjithashtu se “kjo nuk ka të bëjë me besimin, por me interesin dhe mbështetjen e interesit vetjak”. Por presidenti amerikan tha se kishte vënë re një “perspektivë të sinqertë” për përmirësimin e marrëdhënieve.

Sulmet kibernetike

Presidenti Biden tha se ata kishin kaluar shumë kohë duke diskutuar mbi kontrollin e armëve dhe sulmet kibernetike. Ai tha se i kishte thënë zotit Putin se “nuk duheshin lejuar sulmet ndaj infrastrukturës kritike”, duke i dhënë atij një listë me 16 sektorë strategjikë.

Në deklaratën e tij më të fortë, zoti Biden tha se pasojat do të ishin “rrënuese për Rusinë” nëse udhëheqësi i burgosur i opozitës ruse Alexei Navalny, do të humbiste jetën.

Dy udhëheqësit thanë se Moska dhe Uashingtoni kishin një përgjegjësi për stabilitetin bërthamor dhe do të zhvillonin bisedime mbi ndryshime të mundshme në traktatin e tyre mbi kufizimin e armëve bërthamore, afatet e të cilit u zgjatën së fundmi.

Zoti Putin tregoi pak “oreks” për kompromis mbi një varg çështjesh të tjera, duke hedhur poshtë shqetësimet e Uashingtonit mbi zotin Navalny, lidhur me praninë ushtarake të shtuar të Rusisë pranë kufirit lindor të Ukrainës si dhe mbi pohimet e zyrtarëve ameirkanë se shtetas rusë të paidentifikuar ishin përgjegjës për një seri sulmesh kibernetike ndaj Shteteve të Bashkuara.

Zoti Putini tha se zoti Navalny kishte injoruar ligjin dhe se e dinte se çfarë do të ndodhte nëse ai do të kthehej në Rusi nga Gjermania, ku ai u kurua pas një përpjekjeje për ta vrarë duke e helmuar. Ai gjithashtu akuzoi Kievin për thyerjen e kushteve të një marrëveshjeje armëpushimi me rebelët pro-rusë në Ukrainën lindore.

Udhëheqësi i Kremlinit tha se Rusia kishte qenë shënjestra e sulmeve të shumta kibernetike me origjinë nga Shtetet e Bashkuara.

Zoti Biden tha se kishte ngritur në takim edhe çështjen e të drejtave të njeriut si dhe fatin e shtetasve amerikanë të burgosur në Rusi.

 

Zoti Putin tha se ai besonte se mund të arriheshin disa kompromise, megjithëse nuk dha shenja për ndonjë marrëveshje për shkëmbim të të burgosurish.

I pyetur në lidhje me një goditje të opozitës politike ruse, zoti Putini tha se ai nuk dëshironte trazira në vend ose një lëvizje të ngjashme me atë në SHBA, sikurse Black Lives Matter. Zoti Biden e quajti krahasimin “qesharak”.

Kontrolli i armëve

Kontrolli i armëve është një fushë ku përparimi historikisht ka qenë i mundur pavarësisht mosmarrëveshjeve më të gjera.

Në shkurt, Rusia dhe Shtetet e Bashkuara zgjatën për pesë vjet traktatin e quajtur “Fillimi i Ri”, i cili përcakton numrin e armëve strategjike bërthamore që ata mund të disponojnë.
