The Embassy of the People’s Republic of China in Albania hosted a reception to mark the 99th anniversary of the founding of the Chinese People’s Liberation Army (PLA). During the ceremony, Defense Attaché Senior Colonel Liu Jiahong highlighted China’s efforts to modernize its armed forces, its commitment to international peace and security, and the strengthening of cooperation with Albania.
The event was attended by representatives of Albanian state institutions, members of the diplomatic corps accredited to Tirana, defense attachés, representatives of the Albanian Armed Forces, members of the Albania–China Friendship Association, representatives of academia, the media, the business community, as well as friends and guests of the Embassy of the People’s Republic of China.
On behalf of the Ambassador of the People’s Republic of China to Albania, Pang Chunxue, and the embassy staff, Senior Colonel Liu welcomed the guests and expressed his appreciation for the friendship and cooperation between the two countries.
In his remarks, he emphasized that the People’s Liberation Army, founded and led by the Communist Party of China, has played a pivotal role in the country’s development over the past 99 years. According to him, since 2012, under the leadership of President Xi Jinping, China has achieved significant progress in modernizing its national defense and building a world-class military.
Senior Colonel Liu also recalled the 90th anniversary of the victory of the Long March of the Chinese Red Army, stressing that the PLA continues to draw inspiration from this historic legacy in fulfilling its mission of safeguarding China’s sovereignty, security, and development interests.
Addressing the international situation, he noted that the world is undergoing profound and complex changes, while China remains committed to multilateralism, the central role of the United Nations, and the promotion of international justice. In this context, he highlighted the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative as key pillars of China’s vision for building a community with a shared future for mankind.
The Defense Attaché also underscored that the Chinese military follows a defensive national defense policy and has actively contributed to international peace through United Nations peacekeeping missions, maritime security operations in the waters off Somalia and the Gulf of Aden, as well as humanitarian assistance and disaster relief operations.

A significant part of his speech focused on bilateral relations between China and Albania. Senior Colonel Liu stressed that the two countries enjoy a long-standing traditional friendship and that military cooperation remains an important component of their bilateral relationship.
“As the newly appointed Defense Attaché of the Chinese Embassy in Albania, I look forward to working with our Albanian friends to promote mutual visits and exchanges between our two militaries and to deepen practical cooperation,” he said.
At the conclusion of the ceremony, Senior Colonel Liu proposed a toast to the 99th anniversary of the founding of the People’s Liberation Army of China and to the continued strengthening of friendship and cooperation between the PLA and the Armed Forces of the Republic of Albania.
