TIRANA, June 12, 2026 – The Council of Albanian Ambassadors (CAA) has expressed support for the democratic right of citizens to engage in peaceful protest, emphasizing that recent demonstrations raise legitimate concerns regarding national interests, public assets, environmental protection, and the country’s natural heritage.
In a statement issued on Friday, the Council said the protests carry “clear and legitimate messages” that require attention, dialogue, and transparency from state institutions. According to the CAA, addressing citizens’ concerns through open communication and accountability is essential for Albania’s democratic development and its European Union integration process.
The Council stressed that Albania must meet EU accession obligations by safeguarding private property rights, respecting the rule of law, and promoting a development model that serves communities while preventing corruption and criminal influence in public decision-making.
Beyond the specific issues that sparked the recent demonstrations, the CAA noted that the protests reflect broader public frustrations accumulated over many years. These concerns include perceptions of widespread corruption, impunity, and political protection for individuals involved in matters of public interest, factors that have weakened public trust in state institutions.
The ambassadors also voiced concern over how some protesters’ demands have been addressed, criticizing what they described as dismissive or arrogant attitudes toward citizens. “In a democratic society, listening to the voice of citizens, public consultation, and accountability are integral parts of responsible decision-making,” the statement said.
While expressing support for strategic foreign investments that contribute to economic growth, job creation, and modernization, the Council emphasized that such projects must be implemented with full transparency, strict compliance with the law, environmental safeguards, and respect for Albania’s national interests.

The Council of Albanian Ambassadors (CAA) expresses its support for the fundamental and democratic right of Albanian citizens to protest peacefully in defense of national interests, public assets, the environment, and the country’s natural heritage. The recent protests convey clear and legitimate messages that deserve attention, dialogue, and transparency from state institutions.
Only in this way can Albania fulfill the obligations arising from the European Union accession process by ensuring respect for private property and the lawful rights of citizens, promoting a development model based on cooperation and service to the community, and opposing and preventing any corrupt or criminal attempt that undermines the integrity of these processes and public trust in institutions.
CAA considers that these protests are not related solely to the specific issue that triggered them. They also reflect deeper concerns accumulated over the years within public opinion, linked to perceptions of widespread corruption, impunity, and, in some cases, political protection afforded to individuals involved in various affairs of public interest. These perceptions have undermined citizens’ trust in institutions and require serious reflection from all political and institutional actors.
The Council expresses concern regarding the manner in which some of the protesters’ demands have been addressed and condemns any arrogant or dismissive approach toward citizens’ concerns. CAA calls upon state institutions, investors, local communities, and civil society to engage in an open and constructive dialogue in support of sustainable development, the strengthening of the rule of law, and the protection of Albania’s long-term interests.
