“ Flash” Comments on 5 major diplomatic events with only 1.000 words by the well-known analist, Grand Master in Diplomacy,

1.Just kind words in Tivat from the EU leaders in their Summit with Western Balkans in Tivat, Montenegro on 5 June. It was preceeded by the Western Balkans tour by the President of the EU Council, Mr. Antonio Costa and the French-German proposal for the gradual integration of our countries to the EU coupled with safeguard measures against possible vetos and different economic bonuses for candidate states that advance with the closure of relevant clusters. It is the geopolitical situation and the one within the EU that made the latter behave kindly to us in this Summit. There were kind words, Montenegro was complimented as the first to become EU member in 2028. Nevertheless, nothing is certain and clear until the EU would definitely decide. Therefore, there is no room for euphoria since even this gradual and not full-fledged integration would occur only on the basis of the merits in implementing the major reforms, specifically the rule of law and the fight agaist and corruption, which are “ Achilles heel” for Albania. Let us wish that the promises in Tivat would not be reduced to “ kind words but with stones in the bag”.

2. Where is the peace? This is the question arising from what is being ‘cooked’ in the political European kitchens concerning a possible Peace Agreement with Russia. Most recently, on 7 June in London Starmer, Merz and Macron met and agreed on the well-known peace five -point plan for Ukraine. However, Russia does not want a true peace but a Ukraine with NO army, NO NATO, NO back up foreign troops without its territories before 2014 instead. Therefore, although Moscow is suffering defeats and losses in the war and its economy is collapsing, it is political naiveness to believe on peace with Moscow. It is even provocing NATO to see if it would apply Article 5 if a NATO state is attacked. Here Moscow is also motivated by the latest US reductions in its troops and armaments in Europe. Hence, real peace can be achieved with determined fight, with Ukraine’s modest and encouraging advancement as the case is now. Only then, peace can be decided on diplomatic tables.

3. A deal yes, but peace no! Finally, a Memorandum of Understanding between Iran and USA will be signed in Geneva on 19 June. An important event after three months when according to the CNN Trump announced this deal 40 times until it is becoming true. The USA bombarded, blocked and bullied Iran in order to make peace in that explosive region in oder to overthrow the regime of Mullahs, to hand over the enriched uranium, to pledge not to produce the atomic bomb and open the Hormuzi Straight. Actually, none of these goals is achieved to date and everything is in suspense. In fact, the deal reached is not yet a classic but just a frame agreement, which will need further negotiations in the next 60 days to become a genuine peace accord. But no opne knows how things would go on. The next bitter fact is that despite Trump’s promises, even the future final Agreement is not expected to be more comprehensive than that of the year 2015 ironed by Obama with his European allies and Teheran. However, the deal now was an imperative MUST for Trump, especially at home. This is due to the heated debates and the growing discontent with the war in Iran, the inflation rising over 4 per cent, and the soaring petrol& energy prices. Most importantly, the mid -term elections in early November with gloomy forecasts for the Republicans that could lose both the House of Representatives and the Senate. Given the above-mentioned, now one may say “ a deal yes, but peace no!

4. What is happening with USA and the EU? Its over two weeks that the largest and peaceful protest rally is taking place in Tirana but also in other cities in Albania and in all the most important metropoles worldwide. Covered “ live” by the largest TV world networks – CNN, Reuter and others. A unique protest which thanks to its all-inclusive and peaceful character can be also a pattern for Europe and the USA. However, strangely enough, both the EU and USA have not uttered a word till now, they are “dumb” without a single simple statement!. As a citizen and diplomat in Brussels for 10 years, I cannot explain this indiferent attitude especially from the EU. Whatever the reason, there is no problem for Brussels and Washington to issue a simple statement welcoming this protest, especially its nature free from violence and provocations, which used to be the EU great concern and to invite the parties in a dialogue. But, let us hope that this western silence would soon end, otherwise it would be a great disappointment with both of them.

5. 5 elections but no solution! The 7th of June marked the new early elections in Kosovo. They were the second within the last 6 months and the fifth in the last seven years. This time they were due to the failure to elect the President of the Republic. A prewarned failure although all legal tricks were used, even the deadline was postponed for two months, but again with no result. Hence, five rounds of elections without a single solution. But elections are not held to turn them into a yoke but to offer sustainable solutions. The relevant effects are severe for Kosovo’s progress, its international recognition and integration to the EU and NATO. Even worse in a time of threats and dangers posed by Serbia. The worst of all is that these elections with their results do not ensure the election of a new government and especially the President of the Republic. Therefore, Kosovo politics should understand that the solution does not lie only and mainly in numbers but on the political will, the spirit of tolerance, understanding, confidence and democratic compromise. Well, they could be bitter and with high costs for politicans and leaders but they are the only way out of the deadlock. Accordingly, politics in Pristina should not continue according to the slogan “ business as usual“ On the opposite, instead instead of early elections, it should seek lasting solutions.
